Why professional guidance for a European tender?

Buying vehicles is one thing; tendering lease constructions and fleet management means procuring complex financial services. A car lease tender is not about cars, but about terms. Pitfalls during and after the process, from unclear rate agreements to missing service levels, otherwise cause unnecessary risks and costs throughout the entire contract term.

Molthoff Fleetmanagement combines tendering experience with in-depth subject knowledge of car leasing and fleet management. Our independence safeguards that you contract the best-fitting supplier(s) at market-rate prices and terms, and that future points of dispute are addressed in the tender documents from the start.

Who is this guidance for?

We guide European tenders for organisations that are required to tender or choose to tender voluntarily:

  • Central government, provinces, municipalities and water authorities
  • Semi-public sector: education, healthcare, housing corporations and executive agencies
  • Private organisations that want a professional and transparent procurement process
  • Organisations with fleets from dozens to thousands of vehicles

What makes our guidance strong?

Subject-matter expert at your side

We know the substance: lease constructions, rate structures, recalculations and service levels. You focus on the procedure, we safeguard the content.

Market-rate contracts

Thanks to our independence and market knowledge, you contract the best-fitting supplier(s) at market-rate prices and terms.

Focused on the full contract term

Whether purchase, lease or hybrid forms: we ensure the partnership runs smoothly after the award too, with rate certainty and clear agreements.

Proven experience

Dozens of European tenders completed for (semi-)public and private organisations, from dozens to thousands of vehicles. We gladly share references.

Our approach in five phases

  1. Step 1

    Preparation and strategy

We inventory your wishes and requirements and draw up a plan of approach and procurement strategy. Together with your project group we define the principles: from policy and financing forms to the exact scope.

  2. Step 2

    Drafting tender documents

In several rounds we elaborate the selection guideline, the programme of requirements and all documents in detail, including rate certainty, service levels, electrification and sustainability.

  3. Step 3

    Publication and information notices

After publication we answer supplier questions and draw up the information notice(s) in consultation with you. This prevents differences in interpretation.

  4. Step 4

    Assessment and award

We test submissions against the requirements and apply an objective assessment model for the award criteria. After verification, the formal award and contracting follow.

  5. Step 5

    Implementation and aftercare

If desired, we guide the implementation of the new supplier(s): working agreements, compliance checks and evaluation for a lasting result.

What does our guidance deliver?

Certainty

A tender process aimed at a successful, lawful award under the best possible terms.

Cost savings

Market-rate prices and terms, secured for the full contract duration.

Lasting results

A partnership that keeps working throughout the term, with agreements that prevent disputes.

Time savings

We take the complex substantive work off your hands, so your organisation can focus on its core activities.

Frequently asked questions

Frequently asked questions about European tendering

Organisations subject to procurement law must tender at European level once the contract value exceeds the applicable threshold. With car leasing and fleet management, the contract duration and volume often push the value past that threshold sooner than expected. We are happy to calculate this with you.

A European tender is the formal EU procedure for contracting authorities, with publication, clarification notes and statutory deadlines. Private organisations usually choose a tender or RFP: the same discipline, without the formal procedural requirements. For that variant, see our Tender support page.

Expect several months: the statutory deadlines of the procedure plus preparation and decision-making within your organisation. We draw up a realistic timeline during the preparation phase, aligned with expiring contracts.

Yes. Many clients have the procedure managed by their own procurement department and engage Molthoff Fleetmanagement as subject-matter expert for the programme of requirements, the assessment model and the rate methodology.

In the tender documents we establish a Price Level Agreement: a transparent methodology that determines how rates are calculated and indexed. With the additional Price Monitor we verify throughout the term that the leasing company adheres to it.

Yes. Molthoff Fleetmanagement has no financial ties to leasing companies, importers, dealers or insurers, and does not offer operational fleet management itself. That allows us to advise fully independently, including when selecting an external fleet management partner.
