Mobility policy

One policy that defines who gets what, under which conditions

A mobility policy (also known as a car or lease policy) defines which employees are eligible for which form of mobility, under which conditions and with which budgets. Molthoff Fleetmanagement helps develop or update that policy, based on a longlist built over more than 15 years of consultancy practice.

What is a mobility policy?

The mobility policy is the document that arranges who gets what: a lease car, mobility budget, public transport allowance or bicycle scheme, under which conditions and with which personal contribution. A good policy prevents misunderstandings, controls costs and remains explainable to employees, works council and management.

Tax rules and regulations change continuously: company car taxation, incentives, environmental zones and the EV transition. Molthoff Fleetmanagement advises on all elements and drafts the policy, tailored to fleet size, company philosophy and employee needs.

Who is this service for?

Organisations that:

  • Want to update their mobility policy or develop one from scratch
  • Want to anchor a new EV strategy in policy, including charging facilities
  • Have compliance questions around taxation or mobility reporting obligations
  • Suspect unnecessary costs or outdated terms in the current policy

Which topics does the advice cover?

Based on our longlist, we determine together which topics are relevant for your policy:

Eligibility

Who qualifies for what: functional entitlement, employment-condition entitlement, mobility budget or lease car.

Lease budgets and personal contributions

Maximum lease budgets per job grade, mobility budget as an alternative and personal contributions for private use and budget excess.

Fuel and charging rules

Fuel cards, charging at home, at work and public, EV charging costs and expense flows.

Travel expenses and remote work

Allowances, public transport policy, bicycle scheme and the link with remote-working arrangements.

Tax and compliance

Company car taxation, incentives and environmental legislation. Rules change continuously; the policy must stay current.

Sustainability and EV aspects

EV standards in the policy, minimum range, charging facilities and the phasing of electrification.

Our approach in three phases

  1. Step 1

    Intake

A conversation about the current situation, wishes and bottlenecks. Based on our longlist we determine together which topics are relevant for your mobility policy.

  2. Step 2

    Analysis and advice

You receive a compact advisory table with topics and recommendations for the new policy. In a follow-up meeting we fine-tune the details based on your feedback and priorities.

  3. Step 3

    Drafting the final policy

Based on the decisions taken, we write out the mobility policy, with draft rounds for adjustments. The end result: a complete, current document aligned with your goals and future developments.

What does a good mobility policy deliver?

One clear document prevents misunderstandings and limits risks, for employees and the organisation.

Structural cost savings

More efficient use of transport modes, use of tax advantages and lower administrative burden.

Engaged and satisfied employees

A clear policy with more flexibility and freedom of choice strengthens employment conditions.

Compliance and future-proofing

Up to date with tax and environmental legislation, and easy to adapt to new rules or technology.

Frequently asked questions

Frequently asked questions about Mobility policy

In practice the terms are used interchangeably. They refer to the same document: the policy that defines who is eligible for which mobility, under which conditions and with which budgets.

When taxation changes, when switching to electric driving, with a new collective agreement or labour market positioning, or when the policy has not been critically reviewed for years. Outdated budgets and terms lead to unnecessary costs and discussions.

Yes. Reviewing lease budgets per job grade is a well-defined sub-project we carry out regularly, substantiated with current market data and an impact calculation for employees and budget.

The Mobility Scan analyses actual employee travel behaviour based on data and simulations; the mobility policy is the policy itself. They reinforce each other: the scan substantiates which policy choices make sense for your organisation.

The intake starts with your organisation: fleet size, company philosophy and employee needs. The longlist ensures no topic is forgotten, but the substance is always tailored.
