Tender support
Market-rate contracts, with price certainty over the full term
Tender support is for organisations that want to (re)tender their fleet or outsource their operational fleet management through an RFP or tender. Molthoff Fleetmanagement guides the process in six phases, from plan of approach to award and implementation. At the centre sits the Price Level Agreement: that way, sharp starting rates do not creep up unnoticed during the term.

Why tender support?
At first glance a tender seems simple: request quotes and pick the best one. In practice, countless financial, legal and operational questions are involved. Car leasing is complex financial services, where hidden costs and unclear terms have a major impact on total costs over the contract term.
Molthoff Fleetmanagement knows lease constructions, rate structures and terms from the inside. We translate your objectives into clear assessment criteria, work out all requirements in full up front and negotiate based on market data. Fully independent, without ties to suppliers. And because we do not offer operational fleet management ourselves, we can also guide its outsourcing independently.
What makes our tender support strong?
Market-rate agreements
With up-to-date market knowledge we ensure your contracts are not only sharp at the start, but realistic and future-proof as well.
Lower costs and better quality
Saving costs, higher service levels or more flexibility? We translate your objectives into assessment criteria, so you select on the best value for money, not just the lowest price.
Minimal financial and operational risks
All requirements and wishes are fully worked out in advance. This prevents hidden costs and unclear terms that cost money in the long run.
Price certainty over the full term
We draw up Price Level Agreements (PLAs), so the sharp rates agreed at the start do not creep up unnoticed during the contract period.
Our approach in six phases
- Step 1
Plan of approach
Interviews and information gathering. We define objectives and project scope in a plan of approach that guides the entire process.
- Step 2
Drafting tender documents
We elaborate the documents: framework agreement, Service Level Agreement (SLA) and Price Level Agreement (PLA), plus an assessment model with qualitative and financial criteria. That makes quotes comparable one-to-one.
- Step 3
Question rounds
The request goes out to the market. Supplier questions are collected and answered; if needed, a second question round follows for full clarity.
- Step 4
Assessment
We compare quotes on price and quality, down to component level, and advise the project group with a clear report.
- Step 5
Presentations and negotiations
The best candidates are invited for a presentation and conversation. Open points are discussed and opportunities for further optimisation explored.
- Step 6
Award and implementation
After a final negotiation and verification meeting, you make the choice. We ensure legally sound contracts and guide the implementation if desired.

Frequently asked questions about Tender support
For car and fleet leasing (operational lease, financial lease, management contracts and hybrid forms) and for outsourcing operational fleet management. Combinations can be included in a single process.
The discipline is the same. A European tender is the formal EU procedure for (semi-)public organisations, with publication and statutory deadlines; a tender or RFP is the variant for private organisations. For the formal procedure, see our European tendering page.
Well before your current contracts expire, so there is time for a careful request, negotiation and implementation. An interim tender can also pay off, for example when rates are no longer market-rate or service levels are lagging.
A Price Level Agreement (PLA) transparently records how lease rates are calculated and indexed. This keeps the rates you agreed during the tender verifiable and market-rate throughout the entire term.
Not necessarily. A tender tests the market; quite often the current supplier comes out on top, but with improved rates and terms. The choice is always yours.
